It is being reported that the "SHOOT TO KILL" order has finally come down. It's about time.

Any idea what the conditions under which shoot to kill has been authorized?

This reminds me of the fall of Baghdad. We let the people "loot a little to let off some steam" and that taught them that to be lawless is OK. It led to MAJOR looting , even of art museums and banks.

It was a major mistake not getting armed troops in there early and declaring martial law at the first sign of looting--one or two shot by troops would have put a stop to the looting.

FEMA is considering putting people on cruise ships

These cruise ships will be destroyed by the looters and the floatsam and jetsam of society that make up the people who WANTED to stay behind, just so they could loot. Carnival and Royal Carribean and others better be prepared to sue to recover the millions of dollars of damage if they are forced to do this.
