There is no where to go for miles around.

You may have understood Shep correctly about "no way out" - but - he was not correct...
Although I have not seen any detailed reports of the infrastructure on the WEST side of the river (Avondale - Westwego - Luling - Raceland - Houma) I can report that the GNO bridge, which is 4 hwy and 2 railroad lanes, has been inspected and is servicable.
Aside from some local tree - power line issues on the west side, we (the UP Railroad) is in business north to Livonia and Alexandria and west to Lafayette. Hwy travel should be possible as the west side received very little of the high winds and heavy rains. We have inspectors on the rails Monday afternoon and rode all the way to Avondale after clearing a few trees and going around a power line down.
If a vehicle can get to the east end of the bridge - they can get out.. When vehicles can come in from the west - turn and leave - there is a way out..

I know the I-10 bridge is decimated over Lake Ponchartrain, but what of the Lake Ponchartrain Causeway between Metarie and Mandeville and/or the bridge across the Bonnet Carre Spillway?
