I'm thinking the governor-ordered evacuation has been issued on the basis of prognoses for the coming days. This is just conjecture, but it's quite possible whatever geological experts are around to assess the situation are not being very encouraging about what the next day or two holds.
Add to that another possible system on the horizon and there's no point in leaving anyone where they're at.
