it is a vital port.
America needs that port.
that port requires workers.
those workers require homes, food, living infrastructure.
such living infrastructure requires a city.
thus, the city of New Orleans wil be rebuilt, in some manner or another.

Why can't we shift the ports? My point being is I would hate for the tax payers of this country should not have to keep rebuilding a city that is located in a natural disaster area. Moreover, an area that is below Sea Level.
