Yes, they can treat large amounts of fuel:

"An annual sampling and testing of the fuel oil tanks at our Allen Turbine facility revealed that the fuel oil stability in one of the tanks had deteriorated to a 17 Pad Rate. 1.8 million gallons of fuel has been fully treated with PRI-D and we have re-sampled the tank and tested the fuel. The Dupont Pad rating with PRI-D treated fuel went from a 17 to a 3, fully meeting TVA specifications - " TVA

I understand about fuel 'treatments' but forgive me if I place little faith in them. In my opinion it is simply better to have good fresh fuel than to trust some treatment to last some number of years.
