Yes, and fast. It's escalating. I can't imagine being in that huge cesspool at night. No power, polluted flood water, roving, well-armed gangs. Martial law isn't helping, they need to bring in the military or something equally drastic. And what is there left to take? They're ignoring the curfews and evac orders to rob, at their own peril.
