probably very isolated....in every large org. there will be a few bums.
The vast majority of NO law enforcement are probably out busting their butts trying to save people, while a few jack@sses make them look bad...
Maybe, maybe not. NO cops are very low paid. So they don't exactly get the highest quality of people.
