A deputy's family being held hostage.... between looters and rioting prisoners, the Mayor and/or Governor needs to put the hammer down NOW.... make it clear that it is "take no prisoners" with criminals taking advantage of one of the most extreme emergencies in US history.
TO THE PRISONERS: message must be, release all hostages unharmed, and BEHAVE, or none of you will be alive in the morning....

The President is going to have federalize the Guard and Police and take over -- Blanco etal. just don't have the ability. You never really know how you'll react to a crisis until you face a real one. Sadly, she's not rising to the occasion.
