Okay, down to cases. How many field combat divisions are within four days road march from New Orleans? I count two that are in-country: the 101st Air Assault Division and the Fourth Mechanized Infantry Division. Elements of the Second Marine Division at Camp LeJeune could make themselves present and accounted for, as well. IIRC, 82AB could be used as a strategic reserve.
101 is ideal here. It's heavy lift capabilities and numerous helicopter borne assets should make it the first unit to arrive on scene. Fourth Mech should be sent in as well. Bottom line: LOTS of soldiers with rifles on scene to restore order in a very visible way, and to assist in reconstruction. Only Federal troops will be able to do this.
IMHO, this operation should be turned over to Northern Command as soon as possible. If necessary, federalize Guard units from adjoining states and send them in. This is a national emergency.
