This is dreadful. Does anyone have an any idea if water on both sides of the river at the levys could compromise them? That's the only thing that could be worse at this point.

Water on both sides of the levee is both a blessing and a curse. If it is flowing, it will scour at the levee. If it is still, it will weaken an earthen levee by reducing the cohesiveness of the fill, but the weight will counteract that of the high water on the other side.
Once the bowl is full the leaking will stop.
