I am quite certain that FEMA has effectively taken control of the power grid and that it has been isolated to provide maximum reliability to serviceable areas (outside the emergency zone). They will repair the lines from the outside in, moving emergency service centers forward towards the center as they are able to provide reliable power.
I appreciate your response but it was written a little over my head.
As I watch people walking through deep water, could they get electrocuted?
Is the infrastructure secure for power? I heard this storm would wipe it out.
