Rising water springing the trunks on the low side of the lot? The water may well be going down in that picture.

Keeps the cars from floating away? It's going to flood the car anyway, so you might as well let it in. It's not something I would have though to do.

I would guess that the air pressure popped them as the water rose and filled the trunks.
