Nope. He jumped in because Bob White told Duf Sundheim and Gerry Parsky that Arnold was ready.
Arnold was being groomed for Governor by that "New Majority" faction of big money RINOs. The recall caught them by surprise, but they had the money and Arnold the name recognition to win easily. If Arnold fails as Governor the silver lining may be that the New Majority will fail in their bid to control the Cal GOP and pull it further to the left.
