No hes not. Bush wants a guest worker program and a border that keeps terrorists out. Anything else, like massive increases in permanent residency and citizenship, dont interest him much. My own theory is that the GOP wants to form a white republican and hispanic co-majority. By winning the hispanic vote by increasing the hispanic population radically they think they can cement power for the foreseeable future.
