Not really when you consider the roof is blowing away and they are trapped in the middle of basin that is probably about to fill with water. They should not have to be there right now.
They should have had a plan to get the most vunerable and poorest people out of harm's way. There was enough time to move them if they had had a real plan ahead of time. They could have made real shelters that were close enough to the city to evacuate people out.
Oh my GOD! I had not realized the situation was so dire. It shouldn't fill up with water though, should it? I mean they can open the lower doors to drain it and move the people up higher?
