Someone on the phone reporting that their relatives in east NO by the breach are trapped in their attic and/or on their roof. Emergency services can't go out to help. Lady on the phone is pleading for help for these people.
Can emergency vehicles even get around the city right now?
How tragic. But they were told that no emergency vehicles would go out until the storm was through.
