AM 870 says yes. Bumper to bumper. Forgot the number for the westward road to TX. THat is bumper to bumper for 400 mi.
Westward to Texas is I-10, I-12, depending on whether you go north or south of Lake Pontchartrain. They hook up together in Baton Rouge and merge as I-10.
I would guess that as soon as you get as far away as Sorrento or Ponchatoula you are pretty much OK. Slidell is toast. Covington is OK. Mandeville probably toast. Laplace could go either way.
But I would NOT take I-10 over the Atchafalaya Basin. Once I got to Baton Rouge, or thereabouts, if I couldn't get a hotel there, I'd take a state road north into Mississippi.
Stay away from water, stay away from low areas. That includes anything west of Baton Rouge along I-10, although you can't tell that by looking at a map.
