They DID bus some of the people at the Super Dome to Baton Rouge.
And if you have a plan in advance -- i.e., more than 12 hours before the storm hits, there are a million military bases around there, for starters.

Exactly. This was known to be heading to NO Friday night (even before, really); if they had immediately put out the call to cities even hours away to send buses...they would have! They could have been there early Saturday morning to start hauling people out.
As far as where would they go? Elementary schools, high schools, YMCA's, churches...the list is endlist. Churches, in particular would have gladly embraced the refugees...we wouldn't have had to worry about food, medical care, or anything with churches involved.
It takes weeks to move the military around and they do it for a living. By your logic, the entire US military should be able to move overseas in just a little more than a day.
We go through this exact same crap when it snows in Atlanta. It only happens every few years so the city doesn't have a fleet of snow plows to clear the snow. A few niave, busybodies complain afterward saying that the city "should have a fleet of trucks", but it's just not cost effective or reasonable.
Just curious because I don't know the answer, do you know of any city that has evacuation plans of moving 100,000 people OUT of the city?
Hattiesburg and Leesville are the only two locations with sizable installations away from the coast. Hattiesburg has a fair number of National Guard folks training for deployment to Iraq, but they could probably accommodate some refugees. They may be stretched, however, just getting their own folks under cover. That area is going to have its own storm related problems.
Leesville would probably be the best bet, but it isn't exactly easy to get to from New Orleans. Beyond that, you are talking about Shreveport or Meridian (which certainly doesn't have adequate facilities).
Or were you referring to the military facilities in metro New Orleans?
