Do these people not have TV or radio? Why do they need to mayor to tell them to evacuate?

You obviously don't know what you're talking about; the people left in the center of New Orleans are the poorest, least educated people. They don't even have cars to leave with.

No preparations were made to evacuate them.

Of course, the mayor was busy helicoptering HIS family out of town.

As already discussed, New Orleans, nor any other major city has the means to evacuate 100,000 people 100 miles away in 18 hours in an EMERGENCY situation.

Look, the guy may have been slow in ordering the evacuation but that is just a moot point.
