If NO is a disaster, it will be another example of building a city in the wrong place. Think of Galveston.
On another matter, I think about the refineries in the area. Obviously those who built them never expected such an event. MORE blame to those who have prevented more refineries form being built in the USA. Wait till they are paying $6 a gallon. They will blame Bush, of course!
I'm not trying to be disagreeable tonight but I differ. This is like saying no homes near a fault line, rivers, tornado alleys, blizzard areas etc. People should live where they want but build for protection.
