The fact that some children have parents who do not make good decisions is not something that the mayor or the govenor can be now held responsible for reversing. Further, your idea that the mayor or govenor should have had a plan to evacuate this city within 48 hours is hyperventilating nonsense. Some people will not leave. Yes, he should have had a plan in place. The possibility of this disaster has been discussed for years.
