There is a thing called "alchohol pollution of the brain" that leads us to say dumb things like "negative externatility". And while we say these dumb things, we think that we are the smartest people in the world. There must be a software program that connects words like "Negative" and "externatility". I can't wait to see what it means.

have you ever read an economics text book...why dont you google "negative externality" and youll see how foolish you were to make such a post

It's actually supposed to be "externality", as is mostly used in economic-speak; since "negative externality" is a ridiculous phrase, and almost always has to be explained. If I had to guess, I'd say atlanta must be a college student.

In any case, if you're looking to blame someone/thing for another's cost, you might use the phrase, but you'll still have to explain it.
