The best way in my opinion would be to use the city bus system to transport people to higher ground. I have a feeling that we will not see a Mayor Rudy rise up to the situation.

I was thinking they could use the city bus system too, and even all school buses. I hate the thought that some people who truly wanted to leave, couldn't due to lack of transportation.
