Is there any reason why military transports weren't used to get these people out rather than putting them in the dome?

First you would have to stage the aircraft and move the people to the airfield. It would have been faster to move them out on trains to include freight trains.

30,000 people is roughly equivalent to two Army divisions. I seriously doubt that Louisiana has that capacity of military or civilian transport required to move that many people to safety fast enough, nor do they have the shelter capacity available far enough away from the storm to send them too (yet).
