Assuming that your post referred to reducing the reach of the fed.s reach into controlling personal liberties - the use of marijuana in particular - and in direct response to your remark "that's Selective Enforcement and i don't believe it's legal... all or none." :

The writers of our constitution knew that they weren't producing a perfect model of government thus their writing "to form a more perfect union" - Well, we still don't have the ability to create a perfect union and must modify our rules of conduct as we go.

The writers of the constitution did include one brilliant and often abused concept - that of states rights and limited federal government - at least that is what they tried very hard to leave. Some where in the forming of our republic style government it is mentioned that this is a grand experiment. It is that - but not now or ever will be - perfect.
