Okay, brain burp- was it the Commander of Fort Sumpter who said that?

Just before the opening shots of the Revolutionary War, at
Lexington, Mass. I think. Commander of the Lexington Militia.

Probably been answered, but it was Captain John Parker, commanding the colonial Militia at Lexington, in 1775 (the British regulars then cleaned his clock, but by the end of the day they had suffered great losses and strategic defeat).
