I'm not sure why EVERYONE seems to be taking that one way out. Everytime I've seen the Causeway Bridge, it's wide open with traffic flying across it.
A guy calling FNC while en route evacuating said that most folks seem to be heading west, not north, and that the local gov't was trying to encourage folks to head north so as to help the traffic situation.
