I don't know that they plan on getting out. They might have decided to stick it out.
I'm reminded of the best hurricane-related quote I've ever heard. It came from some South Texas sheriff who was forecasted to be hit by a Cat 5 hurricane (it weakened and petered out as a Cat 2). He said.
"My deputies are urging everyone to leave and passing out toe tags for anyone who decides to stay."
