A millibar is 1/1000 of normal atmospheric pressure, which is 14.7 pounds per square inch absoluate. So 1000 millibar is atmospheric pressure. That means that 1 milibar is equal to .0147 pounds per square inch. 68.02 milibars equals 1 pound per square inch.
They start with 1000 milibars which is atmospheric pressure, so a category 5 hurricane with a 920.08 mb rating would mean the atmospheric pressure, instead of being 14.7 lbs would be 1.16424lbs less, or 13.5 lbs.
