The angular velocity is faster the closer to the center but the core still rotates the same number of times as the crust.
I think what the article is leading to is that the core is actually gaining "ground" on the crust and will (much like a faster runner) "lap" the crust every 700-1400 years.

Uh..you'll have to explain that one to me. According to my protractor, when the outside of the wheel moves 3 degrees the inside of the wheel also moves 3 degrees.
