Who declares that he has the right to do anything? Him? That's just an exercise of power, which was my original point.
As God's rights derive from no other source than his own power, God has the power but not the right to act.

Look at it this way.
There is a meaningful difference for us to say that we have the power to do something and that we have the right to do something. They are two different things and one does not imply the other.
For God, there is no difference with these statements. All he has is the power to do something.
