Don't these police depts TEST the vests before buying them?

This is what happens with the continuing dumbing down of America - even the police assume it is somebody else's responsibility.

Of course not. They rely on a test done by the manufacturer and specified by the department of Justice.

Basically they drape the vest over nonhardening, oil base modeling clay, and measure the dent in the clay.

It means very little relative to whether the vest would actually protect the wearer against the specified threat rounds.

IOW, it's mostly unscientific BS.
