Any soldier that responded, would be prosecuted under the UCMJ.

Responded to words, yes indeed. Responded to actions, such as shoves, punches, etc. No. Even in the former case, if they aren't in uniform, and are off-duty, and off base/post/station, it become a town matter, with punishment under UCMJ only coming after the civilian system is done with them. No civilian conviction, no military action.
