Very true. Let's keep things in perspective: when the U.S. constitution was ratified women did not have the right to vote, let alone any sort of guarantee of minimal representation in congress. That fact that 25% of the Iraqi Parliament must be female is absolutely revolutionary for the Middle East.

There are female parliamentarians in Iran also. That society claims to treat men and women equally.
