All descisions should be made in light of moral guidelines.
You have a gang leader in your city who makes a pact with a gang leader in another city to disrupt the legitimate merchants doing business in your city. They pressure the legitimate businesses to make compromises that are in the gang leaders best interest and the legitimate merchants and their customers worst interest. By making a pact with the gang leader in the other city, they can cohesively bring done the execution of legitimate business.
Both gang leaders are mass murderers and tyrants who are trying to tear down the practices of free thinking individuals.
Hope this helps!
