A few bearded men with burning eyes, remembering some harsh tales told by other bearded men with burning eyes, about atrocities that had taken place a thousand years ago, decided they would restore the glory that was the Caliphate on the Euphrates, and the way to do that is to destroy anything that may compete with that glorious and gleaming city.

Not indiscriminately, but directing the punishment to those who either committed the atrocities against the US, or those who protected them. As it so happened, all the targets turned to be Muslim, but not all Muslims are or ever have been the targets. Just the ones with the burning eyes. And cradling an AK-47 rifle in their arms.
