I am defining an efficient cause as a first principle from which an effect flows forth, or on which an effect depends, by means of an action.
The terrorist pilots don't satisfy this definition. The Gorelick Wall does.

Let me say, up front, that I AM NOT defending the Wall. It was an idiotic notion. But the Wall did not cause any action to happen, or set in motion any action. The MOST that can reasonably be argued is that the Wall may have prevented actions which could have interdicted the plot. That's all.
I say may have because, despite the Wall, we had plenty of clues that weren't followed through or treated seriously enough to interdict the plot. FGS, we knew that two AQ terrorists attended an AQ meeting in Kuala Lumpur and then entered this country. Nothing. Even Able Danger is being overblown a bit - it wouldn't have been hard to ID Atta without it - all it wouldn't taken was surveillance of the known terrorists we knew were here.
That being said - maybe it could've been interdicted, and if so the Wall played a part in it.
But you can't blame a murder on the cop in the doughnut shop a block away.

I have never been a blog reader untill the last week. Now I've got five of them bookmarked and check them many times a day. This Able Danger thing is our best chance in a long time to nail the truth to the sinkmeister and it burns. It burns. He can't stand it.
Perhaps the difference is whether one views the Wall as necessary, or even sufficient, to produce 9/11.
I don't think one can analyze this the same way one would analyze, say, some chemical reaction or some staid syllogism. The variables here are vague, subjective, not quantifiable, etc.
The way I look at this: Remove the Wall and would you get 9/11?
Better yet, remove the clintons and would you get 9/11? (It likely escaped your notice but I confess I've called clinton the proximate cause of 9/11. Many times.) ;)
My answer to both questions is 'No."

If the FBI surveils these two guys - who are renting a place from a paid FBI informant - would you get 9/11?
If DC listens to FBI field people in Phoenix or Minneapolis about the funny goings on with Arabs in flight schools, would you get 9/11?
It is not all about the Wall. People made mistakes. People didn't follow through on information. There is no reason to believe that more information wouldn't made all the difference.
