Do you think Sandy Berger used a pair of waders to carry out the documents or maybe a mascot costume like the San Diego Checken where there'd be plenty of extra room.
Or maybe Sandy is actually as skinny as Don Knots and the rest of his figure is made up of carefully concealed documents.
