All someone has to do is demonstrate they can get more tax revenue for the land vis-a-vis Kelo v New London.
Maybe thats the real plan here. The illegals, who now own a sizable and likely valuable piece of property will not be able to pay the taxes and the county seizes it, sells it, and gets the cash.
