I don't know where you live, but they are building and rebuilding interstates all over the place here in W. Pa.... Toll Road built a few years ago, no one uses... ripping up and completely relaying large swaths of I79 that had just completeled a tear up and rebuild less than 10 years ago... putting in a Mon Fayette Expressway to connect a bunch of places no one wants to go to with a 4 lane interstate.....
No shortage of new construction or rehabilitation work at all around here.

Pittsburgh, unfortunately, accounts for a disproportionate amount of the rouhgly 2% of new lane miles constructed in the past 25 years, even as its population shrinks.
Please note though, all those new roads out your way are toll roads built by the Turnpike without gas tax money.
The gas tax also pays all the reconstruction heavy maintenance of roads.

I started dating my Hubby in 1994. We then had a commuter marriage where I would drive up to see him in Detroit from Cleveland. When I started coming up, they were redoing 280 in Toledo.
They are still redoing 280 in Toledo. Actually, it is now closed for a while.

I know, I remember I-79 was all torn up when I worked for Budget Rent-A-Truck and that was 1989 to 1991. Heck, it was torn up off and on since then. I also remember Route 51 (Sawmill Run) was all torn up too and it wouldn't surprise me that it still is. It takes some of my co-workers from Washington PA and the Southside 45 minutes to get to and from work because of the construction.
