I say if the mission is done by the end of 2006, then yeah, we should pull out.
If the mission isn't done, then we should stay.

Agree. But the point is, this proposal removes the very option you promote. It would force us to pull out regardless of the situation.
OTOH, if these people can't get a grip within the next 15 months, is there any hope at all?
