City liquor board is not enforcing state law

The Baltimore City Board of Liquor License Commissioners has allowed a handful of people, many of them vendors who lease poker machines and pool tables to bars, to hold onto and sell valuable liquor licenses long after the licenses should have expired.

State law dictates that inactive licenses die after 180 days without an extension by the liquor board, or 360 days maximum. But a review of inactive licenses by The Sun shows that a number of people have gotten around the law, including Gilbert Sapperstein, owner of All-State Boiler Service Inc., who in May pleaded guilty to conspiracy, bribery and theft in connection with a scheme to defraud the city school system. Sapperstein repaid $3.3 million as part of a plea deal and is set to spend 18 months in jail.

The "Law" is what they *say* the "Law" will be.
Some places are just more in your face than others, Baltimore's simply among the worst.
Alongside Philadelphia, NYC, Chicago, New Orleans, Miami, Dallas, Los Angeles...well, the United States. ;^)

How'd the ever-vigilant The Sun leave out the most critical part of that name?
It's really All-State Boiler-Room Service Inc.".
Which we know Don, is a wholly owned subsidiary of Universal Fit Concrete Goulashes of Baltimore Inc.

Wow, impressive sentence.
Sapperstein took $9,900,000, and will be *made* to pay back one-third!!
I'd say Sapperstein's shysters got all the mileage they could outa the 7th Amendment, wouldn't you say? :o)

The interest for 18 months on the remainder $6,600,000 in high yield bonds?
Just happens to be, $3,300,000.
