Something caught my eye in the article linked above about Deitrich Snell testifying in Germany.

- "Prosecutors must prove that important elements of the conspiracy took place in Germany. Before Sept. 11, 2001, it was legal in Germany to belong to a foreign terrorist organization such as al Qaeda as long as it was not active in the country."

It's pretty clear why the Hamburg cell and Atta lived in Germany before 9/11. What a crazy/terrorist-loving law.

If they do our whole government is a joke and worthless.

The structure is sound... but it's infested with vermin.

Which may explain why Germany has had no terror attacks on it's soil.

They gave safe haven to all terrorists.

FEBRUARY 2001 : (BUSH UNVEILS BUDGET BLUEPRINT TO BEEF UP US INTELLIGENCE; CONGRESS DOES NOT ACT ON IT UNTIL FAR TOO LATE - THREE DAYS AFTER THE 9/11 ATTACKS ON THE US IN SEPTEMBER) Congress had a hand in this too...according to the articles I have found, the budget blueprint to beef up intelligence was unveiled by Bush in Feb 2001. The following article indicates that Congress did not act on it until Sep 14 2001. [The FY 2002 Intelligence Budget: A Five-Year Plan ]
The budget request submitted by the President includes a substantial increase for programs funded in the National Foreign Intelligence Program. The Committee believes this funding increase should represent the first installment of a five-year effort to correct serious deficiencies that have developed over the past decade in the Intelligence Community. In this budget, the Committee seeks to highlight four priority areas that must receive significant attention in the near term if intelligence is to fulfill its role in our national security strategy. Those are:

Revitalizing the National Security Agency (NSA)
Correcting deficiencies in human intelligence
Addressing the imbalance between intelligence collection and analysis, and
Rebuilding a robust research and development program.
The budget lays out a five-year plan for addressing each of these areas.

FEBRUARY 2001 : (GERMAN BND REPORT ON IRAQI WMD EFFORTS) In February 2001, the BND (German foreign intelligence service) compiled a further report and intelligence chief August Hanning told Spiegel magazine that, "Since the end of the UN inspections [December 1998], we have determined a jump in procurement efforts by Iraq," adding that Saddam was rebuilding destroyed weapons facilities "partly based on the German industrial standard". According to the report:

Iraq has resumed its nuclear program and may be capable of producing an atomic bomb in three years;
Iraq is developing its Al Samoud and Ababil 100/Al Fatah short-range rockets, which can deliver a 300kg payload 150km. Medium-range rockets capable of carrying a warhead 3,000km could be built by 2005 - far enough to reach Europe;
Iraq is capable of manufacturing solid rocket fuel;
A Delhi-based company, blacklisted by the German government because of its alleged role in weapons proliferation, has acted as a buyer on Iraq's behalf. Deliveries have been made via Malaysia and Dubai. Indian companies have copied German machine tools down to the smallest detail and such equipment has been installed in numerous chemicals projects. [Note that such Indian cooperation with Iraq is something of a tradition: during the Iran-Iraq war India delivered precursors for warfare agents to Iraq - and later was found to have delivered quantities of the same materials to Iran. Baghdad's middleman at the time, an Iraqi with a German passport, founded a company in Singapore expressly for this purpose.]
Since the departure of the UN inspectors, the number of Iraqi sites involved in chemicals production has increased from 20 to 80. Of that total, a quarter could be involved in weapons production.

"Even if there were 2,000 martyrs, His Excellency would continue to pay," he said of Saddam. FEBRUARY 15, 2001 : (AFGHANISTAN : UNITED FRONTaka NORTHERN ALLIANCE? RECAPTURES TOWN OF BAMIYAN FROM THE TALIBAN, CUTTING OFF TALIBAN TROOPS IN THE NORTH FROM THE CAPITAL) OPPOSITION forces in Afghanistan have captured Bamiyan, a strategic town in the centre of the country, cutting the only land route open from the capital, Kabul, to Taliban troops based in the north. The town fell to troops of the anti-Taliban United Front on Tuesday night after several days of heavy fighting in the snowbound passes of the Hindu Kush mountains, which surround the town. A Taliban spokesman said the Islamic movement's forces had abandoned heavy weapons and military vehicles. He added that the Taliban would launch a counter attack and retake the town. No independent reports are available because Mullah Omar, the Taliban leader, banned journalists and aid workers from visiting the region after the United Nations Secretary-General, Kofi Annan, accused the movement of killing more than 100 civilians, including children, in the region during heavy fighting last month.[January]
Bamiyan is home to Afghanistan's Hazara population who are Shia Muslims. They are loathed by the puritanical Sunni Muslim Taliban who belong to the majority Pashtun ethnic group. The battle in central Afghanistan is as much about sectarian and ethnic hatreds as it is about the repressive rule of the Taliban.
The United Front commander, Ahmad Shah Massoud[* My note: Massoud would late be assassinated by al Qaeda on Sept 9, 2001], is blocking the main highway between Kabul and the north, forcing the Taliban to use a road through Bamiyan. If rebel forces can hold the town, Taliban troops in the north could be cut off in the harsh winter months. The fighting is certain to create another wave of refugees fleeing the area.
A vast humanitarian crisis unfolding across Afghanistan has been virtually ignored by the rest of the world. More than half a million Afghans have fled their homes because of the fighting, a severe drought and poverty, and taken shelter in major cities. UN relief agencies have no funds to keep them from starving in sub-zero temperatures.
More than 150 refugees, most of them children, have already died in the western city of Herat, where UN food supplies are running out and the only shelter available is plastic sheeting.
The UN deputy co-ordinator for Afghanistan, Antonio Donini, said yesterday that another half a million people were desperately in need of food and shelter after the fighting in Bamiyan. --- "Afghan rebels win battle for strategic town," By Ahmed Rashid in Lahore, UK Telegraph, (Filed: 15/02/2001), http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2001/02/15/wafg15.xml

FEBRUARY 16, 2001 or later : (IRAQ : SADDAM HUSSEIN VOWS REVENGE FOR US FEB 16 BOMBING OF IRAQI TARGETS, CALLS ON ARABS TO STRIKE US INTERESTS IN THE REGION) Saddam Hussein vowed revenge earlier this year for one of President Bush's first acts in office: the Feb. 16 bombing of Iraq in response to Saddam's increased attacks on US aircraft patrolling the no-fly zone.
Conventional Washington wisdom said Saddam was too boxed in by sanctions to hit back. Instead, he called on Arabs outside Iraq to strike US interests in the region. ---Study of Revenge: Saddam Hussein's Unfinished War Against America," By Laurie Mylroie , American Enterprise Institute, 321 pp

That, according to a new book by Laurie Mylroie, a specialist on Iraq, fits Saddam's pattern of revenge since the 1991 Gulf War: masterminding terrorism through Arab fundamentalists who are left holding the bag. Mylroie argues in "Study of Revenge: Saddam Hussein's Unfinished War Against America" that the Clinton administration erred by prosecuting such individuals in Justice Department-led criminal trials, rather than conducting national security investigations that would have singled out Saddam. ., "Seeking Saddam's smoking gun," By Joe Lauria, Globe Staff, 7/29/2001

FEBRUARY 21, 2001 : (US POLICY TOWARDS IRAQ NEEDS CHANGING) US policy towards Iraq is causing division at home GEORGE W. Bush's air strikes on Iraq at the weekend (Australian time) were highly symbolic. First, they reminded the rest of the world that whatever jokes they've been making about him, the US President still commands the most powerful military force on the planet. Second, coming 10 years to the month after the Gulf War, they are a reminder that the two previous unofficial rulers of the world, George Bush senior and Bill Clinton -- were not powerful enough to remove Saddam Hussein from power. Together these points show that the US needs a new policy to deal with Iraq and the man it sees as public enemy No.1. Right now, the Bush administration does not yet have its own strategy for Hussein, unless you count the national missile defence plan, which is usually justified as being needed because of the potential threat from rogue states such as Iraq. But a rethink is vital because it is clear the containment policy begun by Bush's father and more or less kept up by Clinton has outlived its usefulness. Ten years after the Gulf War was won, US hopes that Hussein would be ousted from power have come to nought. In fact, CIA chief George Tenet recently told Congress that Hussein appeared increasingly confident in his ability to stay in power. ...- "Bush blows hard, but Hussein sits as strong as ever," February 21, 2001 via FR's Shermy in his thread "Domestic Anthrax Theories and Early Media Reports," April 6, 2004, Posted on 04/06/2004 1:53:01 PM PDT by Shermy, BACKGOUND ON RITTER AND IRAQ,

FEBRUARY 21, 2001 : (SUDAN : ARREST OF HASSAN AL-TOURABI / AL TURABI)[* See more info below on Hassan al Tourabi's relationship with Iraq and al Qaeda]

FEBRUARY 22, 2001 : (SUDAN : SECURITY TIGHTENED FOLLOWING THE ARREST OF AL-TOURABI / AL-TURABI) Security has been tightened in Sudan following the arrest of Islamist leader Hassan al-Tourabi, a former close ally of President Omar al-Bashir. At least 20 of Mr Tourabi’s Popular National Congress (PNC) supporters have been rounded up since his arrest on 21 February, says an aide. Armed police have also deployed around the party headquarters as well as the offices of his newspaper, Rai al-Shaab, which was not published on 22 February. Sudan’s Information Minister, Ghazi Salah Eddin, told the BBC that Mr Tourabi had been arrested because he was cooperating with what he called a terrorist organisation to fight the state. He added that at a news conference, Mr Tourabi had given details of the proposed cooperation with the rebels and that this had gone further than what was in the document. - "Sudan. Clampdown after al-Tourabi’s arrest," (ANB-BIA, Brussels, 23 February 2001) - via http://216.239.53.104/search?q=cache:gAByeEa7PFIJ:www.peacelink.it/anb-bia/week_2k1/010301d.htm+%22Hassan+al-Tourabi%22&hl=en&ie=UTF-8

More info on al-Turabi as it relates to Iraq:

1990 - mid March 2003 : (IRAQ AL QAEDA/AL QAEDA IRAQ CONTACTS BEGIN; BIN LADEN SENDS EMISSARIES TO JORDAN TO MEET WITH IRAQI GOVERNMENT OFFICIALS) According to the memo--which lays out the intelligence in 50 numbered points--Iraq-al Qaeda contacts began in 1990 and continued through mid-March 2003, days before the Iraq War began. Most of the numbered passages contain straight, fact-based intelligence reporting, which some cases includes an evaluation of the credibility of the source. This reporting is often followed by commentary and analysis. ..
The relationship began shortly before the first Gulf War. According to reporting in the memo, bin Laden sent "emissaries to Jordan in 1990 to meet with Iraqi government officials."
The primary go-between throughout these early stages was Sudanese strongman Hassan al-Turabi, a leader of the al Qaeda-affiliated National Islamic Front. Numerous sources have confirmed this. One defector reported that "al-Turabi was instrumental in arranging the Iraqi-al Qaeda relationship. The defector said Iraq sought al Qaeda influence through its connections with Afghanistan, to facilitate the transshipment of proscribed weapons and equipment to Iraq. In return, Iraq provided al Qaeda with training and instructors."
One such confirmation came in a postwar interview with one of Saddam Hussein's henchmen. As the memo details:
4. According to a May 2003 debriefing of a senior Iraqi intelligence officer, Iraqi intelligence established a highly secretive relationship with Egyptian Islamic Jihad, and later with al Qaeda. The first meeting in 1992 between the Iraqi Intelligence Service (IIS) and al Qaeda was brokered by [* leader of Sudan's al Qaeda affiliated National Islamic Front, Hassan] al-Turabi. Former IIS deputy director Faruq Hijazi and senior al Qaeda leader [Ayman al] Zawahiri were at the meeting--the first of several between 1992 and 1995 in Sudan. Additional meetings between Iraqi intelligence and al Qaeda were held in Pakistan. Members of al Qaeda would sometimes visit Baghdad where they would meet the Iraqi intelligence chief [Mani abd-al-Rashid al-Tikriti] in a safe house. The report claimed that [Iraqi leader] Saddam [Hussein] insisted the relationship with al Qaeda be kept secret. After 9-11, the source said Saddam made a personnel change in the IIS for fear the relationship would come under scrutiny from foreign probes.

2001 early : (ARRANGED DATE THAT NIGER WAS TO SEND SEVERAL TONS OF 'PURE URANIUM' - PROBABLY YELLOWCAKE- TO IRAQ, ACCORDING TO LATER NATIONAL INTELLIGENCE ESTIMATE- THE NIE) the [Oct 2002] NIE says that "A foreign government service reported that as of early 2001 Niger planned to send several tons of 'pure uranium' (probably yellowcake) to Iraq. As of early 2001, Niger and Iraq reportedly were still working out arrangements for this deal, which could be for up to 500 tons of yellowcake. We do not know the status of this arrangement."
That foreign government service is of course the British, who still stand by their intelligence. In the next paragraph, the NIE goes on to say that "Reports indicate Iraq also has sought uranium ore from Somalia and possibly the Democratic Republic of the Congo." It then adds that "We cannot confirm whether Iraq has succeeded in acquiring uranium ore and/or yellowcake from these sources." This information, by the way, does not come from the White House [it reportedly comes from NIE, which is meant to be the best summary judgment of the intelligence community] - "CIA Intelligence Report Believed Niger Story was Accurate in Oct," The Wall Street Journal , July 17, 2003

MARCH 1, 2001 : (GERMANY ORDERS IRAQI SPIES TO BE HELD) Berlin - Two Iraqi nationals have been arrested in Germany on suspicion of spying. Officials said both had been brought before a federal judge who ordered them to be held on "urgent" suspicion of spying in a number of German towns. "They are suspected of carrying out missions for an Iraqi intelligence service in a number of German towns since the beginning of 2001," a spokesman for the prosecutors said on Thursday. He would not comment on German television reports that the Iraqis had been detained in the south west town of Heidelberg, where the U.S. Army in Europe has its headquarters. The army's Fifth Corps, made up of armoured and infantry divisions, is also stationed in the town. - "Germany holds Iraqi spy suspects," CNN, Reuters contributed to this report.

MARCH 2, 2003 : (BAMIYAN, AFGHANISTAN : TALIBAN BEGIN DESTRUCTION OF ANCIENT BUDDHA STATUES) 2 March 2001: Devastation of Afghan Buddha statues begins

MARCH 2002 : (AFGHANISTAN) Pakistan's military regime already faces diplomatic ostracism in the region because of its pro-Taliban policies. Although Islamabad asked the Taliban not to destroy the statues, it will now face even more pressure from world powers, particularly President Bush's new administration in Washington, to abandon the Taliban. Saudi Arabia no longer sends financial aid to the Taliban because of American pressure, but is facing growing criticism for its refusal to speak out for the Muslim world in condemning them....
At the same time Russia, Iran, India and the Central Asian republics will be encouraged to step up their military aid to the Northern Alliance and its leader, Ahmad Shah Massoud, who has launched a series of attacks against the Taliban in recent weeks. Massoud has sought military aid from America and the European Union. So far this has been rejected. [* Massoud would eventually be assassinated by al Qaeda on Sept 9, 2001, just days before the attacks on NY & Washingon DC]
It is unlikely that the Taliban's acts of vandalism against statues will change that policy, but America and the EU are likely to give the nod to Russia if it wants to step up military aid to Massoud, while putting unprecedented pressure on Pakistan to change its stance.
Although there are some scattered protests against the Taliban in their heartland of southern Afghanistan, the exhausted, starving population is in no position to rise against them. Instead, the world will try to tighten the noose around the Taliban as they step up their defiance and repudiation of the rest of the world. ---- "Taliban tanks and artillery fire on Buddhas," By Ahmed Rashid, (Filed: 03/03/2001), http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2001/03/03/wtal03.xml

MARCH 15, 2001 : (JANES REPORTS : RUSSIA, INDIA, THE US AND IRAN HAVE JOINED IN AN EFFORT TO TOPPLE THE TALIBAN REGIME IN AFGHANISTAN, ACCORDING TO INDIAN SOURCES) "India is believed to have joined Russia, the USA and Iran in a concerted front against Afghanistan's Taliban regime.
Military sources in Delhi, claim that the opposition Northern Alliance's capture of the strategic town of Bamiyan, was precipitated by the four countries' collaborative effort. ...
Several recent meetings between the newly instituted Indo-US and Indo-Russian joint working groups on terrorism led to this effort to tactically and logistically counter the Taliban.
Intelligence sources in Delhi said that while India, Russia and Iran were leading the anti-Taliban campaign on the ground, Washington was giving the Northern Alliance information and logistic support. JULY 2001 : (ITALY : IRAQI INTELLIGENCE AGENT AL-MAMOURI DISAPPEARS FROM HIS JOB, SHORTLY AFTER HE MET 9/11 HIJACKER MOHAMMAD ATTA; BOTH HAD BEEN SEEN TOGETHER IN HAMBURG GERMANY & PRAGUE, CZECHOSLAVAKIA BEFORE) One of Saddam’s intelligence agents, Habib Faris Abdullah al-Mamouri, was sent to be the new headmaster of a school for Iraqi diplomats in Italy. The bogus headmaster has not been seen in Rome since July, shortly after he also met Atta. The pair are also said to have been together in Hamburg and Prague.
There is no proof the men were in direct contact, but as one intelligence source in Madrid said [later in the year] : “They chose a strange time and place to take a holiday.” The Rome daily Il Messaggero, quoting Western intelligence sources, said of Mr al-Mamouri that “he spent more time pursuing contacts helpful to the Iraqi regime among fundamentalist Islamic groups than he had on his supposed teaching duties”.
Italian officials say that Mr al-Mamouri held the rank of general in the Iraqi secret service, and from 1982 to 1990 worked in the Special Operations Branch forging Baghdad’s links with Islamic fundamentalist groups in Pakistan, Afghanistan, the Gulf and Sudan. He was transferred to his “teaching duties” in 1998, although all the Iraqi Embassy will say of his sudden departure is that “he had money problems”. - "Hijacker 'given anthrax flask by Iraqi agent'," by DANIEL MCGRORY, The London Times, SATURDAY OCTOBER 27 2001

We all read about this just weeks after 911! I do not believe this is new news.

The 911 CommisSHAM Report was corrupt from the start.

GOVERNMENT INVESTIGATED GOVERNMENT.

The 911 Commission should have been made up of private security officials from corporate America with some foreign security members on the panel.

Who buys into these SHAM reports anyway?

The New York Times and Newsweek (Washington Post rag) said there is NO Al Queda-Iraq 9/11 link.

Who are you going to believe. The newspaper of record, which never lies. Or this journalist without an agenda to protect the Clinton Administration from flubbing all this intel.

This sounds like bureaucratic cya on the part of the FBI and CIA. The agencies don't want it known that they had any advance knowledge of plotters' activities. As for the Democrats on the Commission, we know what they're interest was.

Isn't a German cell also suppose to be involved in the OK bombing?

According to Jayna Davis, it was probably an Iraqi Al Qaeda cell with direct ties to Saddam Hussein's regime and intelligence service.

The German link you are referring to may be the German, Andreas Strassmeir, who may have been an German intelligence agent (perhaps ex-Stasi and a double agent), who was helping train the white supremacist gang to which McVeigh was likely aligned.

The ones behind the entire OK City operation were the Iraqis, quite likely in league with Al Qaeda who were using white supremacists McVeigh and Nichols as foot soldiers.

Lets remember who was one of the original Axis of Weasel participants. Its not all about the omission comission. Oil for food?

Good morning.
"It has hit the shan"

British officers in the early part of the last century believed that the Shan women of Burma were the most beautiful and dangerous women in the world.

Thank you, and now back to the thread.

I think irradiating a city will put everybody behind the cause (at least longer than it did with Twin Towers). It would be a sad day, considering that the long cold war with the Soviets never had a nuclear incident. At least the Soviets were sensible about extinction, whereas the terrorists are not and kinda look fondly towards the afterlife. We could talk and negotiate with the Soviets, but not with terrorists... but my point is that many Americans won't see terrorists as a big problem until "Ground Zero" nuke day happens. The country is divided and the old mentality is that terrorism is still about criminal events and not war. People either forget about the attack on Twin Towers or they think Al Queda could never occupy any part of the United States... so it becomes fonder for politics. Michael Moore is a perfect example of the mentality of not recognizing terrorism or seeing terrorists in Iraq as Revolutionary Minute Men. It just becomes a means to take Bush down and is not important outside of personal politics. And I also wonder about some on the right that now want to pull out of Iraq based on the grieving feelings of, perhaps, Sheehan type individuals.

Personally, I think the war on terror is a unique kind of war unlike Vietnam or Korea, unlike the cold war, unlike anything ever seen... in fact, it is an unseen war (spy cams, etc.) which makes everything seem normal on the surface. The most visible thing is Iraq but, as MSM want us to know, it's about insurgents and not terrorists... you know, "there is no threat to America so get them of there" mentality!
