Think about it this. In this scenario, he knows of Al-Qaida, who they are and that they are planing a large scale terrorist attack on US soil. This knowledge if released to law enforcement could prevent 9/11 from materializing.

But, he didn't win the election of 2000.

If he or anyone let the FBI and CIA know, not only would questions be raised on why wasn't this information released when first known, but the Republicans and the Bush Administration get the credit. The credit that Al-Gore was set up to have when the Klintoon lawyers ordered the withholding of that information. Information to be withheld until the "appropriate time".

Al-Gore lost the election. He didn't turn into a train wreck because he lost an election. He's a professional politician, lost election = drop in the bucket. He went south because of what he knew might happen if everyone kept silent. To say anything implicates them in putting American lives at risk for political gain. The plan changed and everyone kept silent. 9/11 happened as a result of that silence.
