I don't know if he could have prevented that. But Bin Lauden continued to live in Saudi Arabia until 1996 so if there was any link Clinton knew about to the WTC bombing Bin Laudin was arrestable. Then the embassy bombings in 1998 were conclusively blamed on Al Quaeda but Clinton only sent a couple of missiles at training camps - he had plenty of reason and opportunity then.
