Emily Walker began her career working for such institutions as the Republican National Committee, the Central Intelligence Agency and the U.S. Department of Treasury before moving to London in 1991, to work for the European Bank for Reconstruction and Development (EBRD). From 1993 to 1995, she worked as an independent consultant in Washington, DC for the U.S. Government and EBRD. In 1995, she joined Citigroup where she has held many positions and worked in their London, New York, Hartford and Stamford, CT, offices. Most recently, Ms. Walker served as a staff member of the National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission). It was in this position that Ms. Walker demonstrated her dedication to, and leadership and support of, the American National Standards Institute Homeland Security Standards Panel (ANSI-HSSP).

A public hearing held by 9-11 Commission in late 2003 identified that there were no generally accepted standards in the area of private sector preparedness. Ms. Walker was appointed as the Commission’s focal point to investigate possible solutions, and she asked ANSI to become involved, leading to a formal invitation from the Commission chairman inviting ANSI to produce a recommendation.

Since the inception of the ANSI-HSSP, Ms. Walker has played a vital role in bringing key players to the group, keeping focus on the deadline and working with participants to reach consensus. Ms. Walker was very involved throughout the process, including the instrumental role that she played in planning the presentation ceremony where the president of ANSI formally presented the recommendation to the Honorable H. Lee Hamilton, vice chair of the 9-11 Commission.

Following completion of her assignment with the Commission, she again joined the Citigroup Corporation.

Ms. Walker earned her BA in international affairs and French at the University of North Carolina at Chapel Hill, and her MA in international economics, European studies, French at John Hopkins School of Advanced International Studies, Washington, DC.
