I have to disagree. The only reason Clinton didn't move us merrily to the socialist left is because of a Republican majority in the House.

Clinton. He gutted US intelligence. He slashed our budgets to the bone and mandated that we cut all assets with any human rights baggage. We lost 80% of our HUMINT in a single day. Around the world. Most of the best sources. We went from thorough penetration of the area I was working in to having no reporting whatsoever. None. In a day.

His administration also had the Agency looking for major polluters around the world as one of his top 5 intelligence targets. Bloody criminal moron. He is directly responsible for 9/11. Oh, did I mention the many credible accusations of rape? Draft dodging, opportunistic scum.

Clinton.

The economy was in a bit of "uncertainty" (an understatement?) during the first two years of the Clinton White House. Upon the election of the 104th Congress (1994 elections, thank you Newt Gingrich), business picked up considerably. The Republican House and Senate counterbalanced the Clinton co-presidency.

Carter was basically an inept do-gooder. Yes, Carter did his damage. With the Clinton co-presidency the damage was deliberate.

Yep, I'd say Carter, too. He didn't seem to be able to shift his executive skills to the larger job of being president. Like Clinton, who was awful and will always be remembered as not too bad because he was also lucky not to have to deal with some major disaster (we were lucky about that, too), he just wasn't up to the requirements of the job.

And like Clinton he didn't just slink away after he wasn't president anymore. I'd say that's a triumph of ego over the facts. It amazes me every time I see one of their faces on the news.
