The Secretary of Homeland Security testified before two Congressional committees last month that he could not secure the border against terrorists and criminals until after Congress enacts certain reforms including a guest worker program.

DHS, and especially CBP has been investing heavily in electronic surveillance equipment since 9/11. Some of the devices utilize aerial platforms including blimps, Unmanned Areal Vehicles, fixed wing aircraft, helicopters, and satellites. In addition there are underground motion detection devices, tower mounted surveillance cameras and personal night vision glasses.

We have the ability to electronically detect people crossing the border but we can't tell whether someone is a babysitter, terrorist or MS-13 gang member.

We can't possibly intercept everyone crossing the border and process them. In the example of this article if the border guards had attempted to interdict the group of thirty, the MS-13 would have probably forced the laborers to break cover and run in different directions while they remained hidden. The guards would have been diverted to running down, arresting, transporting and processing some of the laborers to sector centers while MS-13 waited until the area was clear and then proceeded.

If we can enact a guest worker program it will shift the laborers to official portals of entry and free up our border guards to effectively utilize our electronic surveillance tools to secure the border from terrorists and criminals.

Unfortunately, after the Secretary of DHS testified as to the reform legislation needed to secure our borders, Tom Tancredo vowed to block the legislation. You see, the Buchanan/Tancredo crowd isn't really concerned about terrorists or MS-13. They are only concerned about immigrant laborers and keeping the issue alive for their own purposes.

The way to deal with MS 13,"Zeta" commandoes and other criminal gangs is to end the War on Drugs. Pull the financial rug out from underneath them. The War on Terror cannot be won as long as the WOD is being waged. Drug prohibition funds our enemies both foreign and domestic. The financial and human resources squandered on the WOD could be better used to protect our borders and prosecute the War on Terror.
