He claimed Pentagon lawyers rejected the recommendation because they mistakenly believed that since Atta and the others were in the country legally on visas, they could not be investigated.

What's the proper penalty for these lawyers for their mistake? Nothing?

Clintonista lawyers cluttered up all the relevant departments - has Bush cleaned house yet?? Would these be any of the same "Pentagon lawyers" who were still around in 2001, fussing over whether we could take out key Al Qaeda and Taliban terrorists in Afghanistan with Predator's Hellfire missiles? I seem to recall we may have missed some good opportunities in Oct-Nov. 2001 as the lawyers fretted about what we were allowed to do to the bastards.

The law doesn't say anything about visas. It specifies citizens and and foreigners with green cards, not visas. The lawyers knew this.
