As a general rule -- not quite: conscience, now matter how formed - properly or improperly - is known to be a highly elastic thing. Further, it is known that its elasticity does not depend on forming, but rather it depends on the presence and effectiveness of "controlling legal authority": the stronger and the more effective the said authority, the less elastic the conscience. Further, the conscience immediately resumes its prior elasticity as soon as the controlling legal authority is weakened or removed.
